#868 Update weather tags in project haystack site docs

Hi all,

It appears that the docs on the project haystack site still need updating to reflect the new standard for weather tags shown at SkyPosium 2020. Am I understanding that correctly or is that something that is not official yet.

This site is still only for Haystack 3.

All Haystack 4 docs are being run on a parallel website https://project-haystack.dev

Specifically for weather see the Changes3to4 doc

At some point we will switch this site over
