I understand that Haystack client can initiate Haystack ops but Haystack client cannot associate a Haystack tag with an existing Haystack entity. Also, Haystack client cannot create or delete an Haystack entity (e.g. Haystack point)
E.g. Haystack client can execute hisRead operation on a Haystack point but Haystack client cannot mark the Haystack point with "his" tag.
Is this understanding correct ?

You are correct - there are no standard operations for adding/removing entities nor for adding/removing tags on an existing entity. It has been proposed to standardize that functionality, but nothing concrete to date

Is there any active WG for this discussion ?
What are the current proposals for such Haystack Ops ?
In absence of standard Haystack Ops, how this is achieved ?
