I need to implement haystack tag business logic in my .net c# application. Is there any way to implement it?

Although there are C# implementations out there, unfortunately I do not think any of them are open source (we really need one though). The best bet would be to port the Java Toolkit to C#. If you end up doing that or creating a C# implementation and open source it please let us know so we can link to it.
