#134 New units

There was a proposal on skyfoundry forum that I would like to move here regarding a the creation of a new unit for the unit database for PUE which would be a dimensionless unit with the names "power_usage_effectiveness" and "PUE".

Technically PUE is a unitless ratio, but I see that we already have a unit "pf" (power factor). So I think it makes sense to keep convention for ratio style units just so that we understand what they measure.

I've reviewed the discussion on the SkyFoundry forum and I would agree that PUE isn't technically a unit. However I believe that Brian is right with the premise established with "pf" and we should perhaps look at these dimensionless units, or ratio types, with some degree of flexibility.

The same issue exists with Chiller COP in that it is a ratio and, in my experience anyway, COP isn't looked at as a unit. However, the convention that has been established with point data is that we should specify units on time series data so I think that PUE should be adopted and we should carefully look at other dimensionless units as well.

Good point about COP, we definitely already have this precedence.

In addition to PUE, we should do DCIE too
