Why are you mixing chilled water? A hot water mixing valve is for tempering hot water to a safe (non-scalding) level.
Are you mixing heating and cooling water? Maybe I am confused about the use case for these scenarios.

@Doug I think some systems (e.g. chilled ceilings and beams) work at higher temperatures than cooling coils, so the chilled water is mixed with return.

There is no proto for:
chilled water mixing valve cmd point
but there is:
hot water mixing valve cmd point
Is this an omission or on purpose?
